Trained leadership can help prevent some challenges that hinder development and reduce the impact of others. The conference focused on the impact of leadership, both strong and weak, on global development as exemplified in fields such as economics, political science and medicine. Dr. Lawrence L. Martin

Lawrence L. (Larry) Martin is a Professor of Public Affairs and Director of the Center for Community Partnerships at the University of Central Florida in Orlando. He earned his BS, MSW and Ph.D. from Arizona State University and his MBA from the American Graduate School of International Management (Thunderbird). He previously taught public administration at Florida Atlantic University in Boca Raton and social administration at Columbia University in New York City.

Prior to his academic career, Dr. Martin served in a variety of state and local government positions including: Director of Aging Programs for the State of Arizona, Deputy Director of the Maricopa County (Phoenix) Arizona Human Resources Department and Director of the Maricopa County Office of Management Analysis.

Dr. Martin has published extensively in the areas of public productivity improvement, public procurement and contract administration, performance measurement and performance-based contracting. His work has been published by the International City/County Management Association, the National League of Cities, the IBM Center for the Business of Government, the Reason Foundation and others. His works have been translated and reprinted in: Chinese, French, Korean, Russian and Mongolian.

Dr. Martin has provided consultation and training to a number of state governments (e.g., Arizona, Florida, Nebraska, New Jersey, Texas); municipal governments (e.g., Boca Raton, FL, Houston, TX, Phoenix, AZ, Portland, OR,), county governments (e.g., Maricopa, AZ, Orange, FL, Palm Beach, FL) and special district governments (e.g. Phoenix Transit Administration, South Florida Water Management District). He has also lectured and presented invited presentations to governmental and non-governmental organizations in Canada, France, Germany, Sweden and Mongolia.

He is currently working with the National Institute of Governmental Purchasing (NIGP) to update its training and certification materials dealing with contracting for public sector services.
